2017南亚东南亚国家商品展暨投资贸易洽淡会以“共创新机遇，共谋新发展”为主题，作为正在建设中的面向南亚东南亚辐射中心，在“一带一路”倡议大背景下，云南将在各个方面发挥自己的优势，把新的发展机遇与世界共享。

With the theme of "Creating New Opportunities for New Development", the 2017 South & Southeast Asia Commodity Expo and Investment Fair (2017 SSACEIF) will be held in Yunnan. Yunnan in now being built as the radiation center facing South and Southeast Asia, and Yunnan will take its full advantages to share the development opportunity with the world under the background of Belt and Road Initiative.

       "随着云南‘五网’基础设施加快建设，国际大通道、跨国大通路的逐步成型，云南的区位优势进一步凸显，对于打通中国面向印度洋的出海口、扩大与中亚、欧洲、非洲的经贸往来和人员交流，对于推动‘中国—中南半岛经济走廊’和‘孟中印缅经济走廊’建设、促进区域经济可持续增长，带来了设施联通、贸易畅通的机遇。”曾任云南经济研究院院长、现任云南民族大学副校长的段钢表示。

"As Yunnan accelerates its construction of 'fivenetwork' (road network, airline network, energy network, water network and internet), together with the gradually formation of international great passage and cross-border passageway, the regional advantages of Yunnan have become more obvious. These advantages are good opportunities to achieve infrastructure connectivity and trade flows. They are also chances to get through the sea gate to Indian Ocean, expand trade and personnel exchange with Central Asia, Europeand Africa. Indo-China Peninsula Economic Corridor and The Bangladesh-China-India-Myanmar Economic Corridor will be propelled and the sustainable growth of regionale conomy will be promoted," Duan Gang said, who was the president of Yunnan Institute for Economic Research and now is the vice-president of Yunnan Minzu University.

数据显示，在公路方面，云南省公路总里程已经达到23.8万公里，其中高速公路通车里程4,134公里，中越、中缅、中老通道境内段建设已取得较大进展。

Statistics shows that the total mileage of the roadin Yunnan has reached 238,000 kilometers, with the expressway of 4,134km. The construction of road (domestic section) from China to Vietnam, Myanmar, and Laos has made great process.

       云南铁路运营里程近3700公里，泛亚铁路东线国内段已建成通车，泛亚铁路中线、西线国内段正抓紧建设。

       The railway operating mileage of Yunnan is nearly 3,700km. The construction of east route of Trans-Asian Railway (domestic section) has been completed and middle and west routes are under construction.

       水运方面，水运通航里程达到4294公里，澜沧江-湄公河航道二期整治、中越红河水运、中缅伊洛瓦底江陆水联运项目正有序推进。

       Water transport mileage of Yunnan is as long as 4,294km. The second phase of regulation of channel on Lancang-Mekong River, water transport on Red River between China and Vietnam, land and water multi-modal transport project on Irrawaddy River are being carried forward orderly.

       在航空方面，云南现已开通408条航线，5月26日澜沧景迈机场的正式运营，标志着云南拥有了15个省内机场，是开通南亚东南亚航线最多的省份。云南还拥有25个国际口岸，贸易伙伴覆盖全球。

       Yunnan now has opened 408 air routes and Yunnan owns 15 airports after the official operation of Lancangjingmai Airport on May 26. Yunnan is the province with the most airlines to South and Southeast Asia. Moreover, Yunnan has 25 international ports and trade partners covering the whole world.

段钢分析，近年来，云南通过改革发展，带来了跨国跨区域投资合作、产业协作的发展机遇。目前，云南已经先后与38个国家、75个省份和地区缔结了友好关系，是中国两个沿边金融综合改革试验区之一。跨境人民币业务已覆盖75个国家和地区，过去3年跨境人民币结算已近3000亿元人民币。渣打、汇丰、东亚等外资金融机构已入驻云南，中国建设银行泛亚跨境金融中心也已落地昆明。

Duan Gang analyzes that through reform and development in recent years, development opportunity of transnational and transregional investment cooperation and industrial cooperation have been brought to Yunnan. Currently, Yunnan is also one of the two test sites of financial comprehensive reform in border area and Yunnan has built friendly relationships with 38 countries and 75 provinces and regions. The cross-border RMB settlement ofYunnan was nearly 300 billion RMB in past three years and the cross-border RMB business of Yunnan has covered 75 countries and regions. Standard Chartered Bank, Hong Kong and Shanghai Banking Corporation, Bank of East Asia have settled in Yunnan and Trans-Asian cross-border financial center of China Construction Bank has been established in Kunming.

在国际产能合作方面，2005年至2016年，云南的境外投资企业（机构）已达680家，对外实际投资累计达74亿美元，主要集中在越南、缅甸、老挝、柬埔寨、泰国5个国家。

In the aspect of cooperation in product capacity, the number of overseas investment enterprises (institutions) of Yunnan has reached 680 and the accumulation of foreign real investment that mainly focuses on Vietnam, Myanmar, Laos, Cambodia and Thailand is as high as 7.4 billion U.S. dollars from 2005 to 2016.

“云南还在经贸、能源、通讯、钢铁、基础设施、生物制药等领域与南亚国家有较强的互补性，合作潜力巨大。云南今后将以南亚东南亚周边国家为重点，拿出优势产能，重点推进电力、装备制造、冶金、化工、建材、轻工、物流7个重点领域的国际产能合作。”段钢说。

"In fields of economy, trade, energy source, telecommunications, steel, infrastructure and biopharmacy, Yunnan has huge cooperation potential and great complementarity with South Asian countries. Surrounding countries of South Asia and Southeast Asia are the emphases of Yunnan in the future to bring its advantages into full play. Yunnanwill boost international cooperation in production capacity in seven key areas: electric power, equipment manufacturing, metallurgy, chemical industry, construction materials, light industry and logistics,"Duan Gang said.

在“一带一路”的大潮中，云南也将利用自己的优势，把新的发展带给世界。

Yunnan will take full advantages of its own and bring the new development to the world in the trend of "Belt and RoadInitiative".

段钢建议，云南将进一步夯实与南亚东南亚国家设施联通的基础，建设畅通之路。到2020年，云南高速公路通车里程将达到8000公里、铁路在建和运营里程将达到8000公里、机场在建和运营数量将达到70个、开通航线460条以上，形成国内畅通、周边互联互通的综合交通运输体系。段钢说：“这样一来，云南将推动中国与东南亚南亚、西亚、欧洲和非洲在陆上、海上、天上、网上四位一体的联通。”

Duan suggested that Yunnan should strengthen the foundation of infrastructure connectivity with countries in South Asia and Southeast Asia, building an"unimpeded road". With the goal of 8,000km expressway mileage, 8,000km railway mileage and 70 airports under construction and in operation and opening over 460 air routes, Yunnan will form a comprehensive transport system of an unimpeded road across the country and connect to surrounding regions. Duan said:"Yunnan will promote China’s connectivity to South Asia, Southeast Asia, Europe, western Asia and Africa through land, seaway, air route and internet."

同时，云南还将进一步夯实与南亚东南亚国家政策沟通的基础，建设和平之路。具体来说，云南将以"和睦"为基础，以"合作"为关键，围绕重点领域，积极推进国际产能和装备制造合作、跨国生态保护合作、国际减贫合作、科技创新合作；充分发挥开放平台的功能作用，促进形成宽领域覆盖、多层次参与、全方位推进的对外交流新机制。

Meanwhile,Yunnan will facilitate the foundation of policy communications, building a "road of peace". More specifically, Yunnan will focus on key field, actively promote international capacity, equipment manufacturing cooperation, cross-border ecological protection, international poverty reduction, scientific and technological innovation on the basis of harmony and cooperation. Yunnan is going to give full play to the function of opening-up policy, promote to form anew foreign communication mechanism of multi-field coverage, multilevel participation and all-out endeavor.

此外，云南也将进一步夯实与南亚东南亚国家产业合作的基础，建设繁荣之路。段钢认为，云南将继续深化大湄公河次区域合作，依托经济走廊重要节点上的产业聚集区，以促进产业转型升级和新兴产业培育为重点，推进重点行业国际产能合作，构建次区域综合产业链、技术链和价值链。

In addition, Yunnan is about to consolidate the basis of industry cooperation with South and Southeast Asian countries, building a "road of prosperity". Duan believed that Yunnan will deepen the cooperation in Greater Mekong Subregion, rely on industry cluster district along economic corridor to promote industry transformation and upgrading and emerging industry cultivation. Therefore, international production capacity cooperation in key industry will be boosted and comprehensive industry chain, technology chain and value chain in subzone will be structured.


双向交流机制

作为印度洋地区研究专家，云南财经大学印度洋地区研究中心副主任朱翠萍教授一直关注云南对外开放的发展情况，她认为，在国家“一带一路”战略背景下，云南应该抓住面向南亚东南亚辐射中心的机遇，对内主动承接东中部产业转移，对外探索沿边开放的有效路径，尤其是在孟中印缅经济走廊、中国-中南半岛合作与澜沧江—湄公河合作机制框架下，机遇是很多的。在她看来，中缅石油管道建设项目就是抓住了机遇、主动作为的一个体现。

Zhu Cuiping, expert of Indian Ocean region research, deputy director of Indian Ocean region research center in Yunnan University of Finance and Economics has been paying attentionto the development and opening-up of Yunnan. She thought Yunnan should seize the opportunity of becoming the radiation center facing South and Southeast Asia. It is an great chance to take in industrial transfer from central and eastern China and explore effective path for opening-up along border. A numberof opportunities can be found under the framework of the Bangladesh-China-India-Myanmar economic corridor, China-Indo-China Peninsula cooperation and Lancang-Mekong River cooperation. In her view, China-Myanmar petroleum pipeline is the embodiment of grasping opportunity and taking action actively.

她直言：“沿边开放是一种‘你情我愿’的双向开放。在这样的情况下，云南需要做好与周边国家的沟通，了解对象国的政治、经济和民情，以更好地对接他们所需要的产业。“一带一路”背景下云南省提出的‘八出省五出境’已经取得了明显的成效。下一步，基础设施联通还需要大力推进，毕竟路通了，贸易才能畅通嘛！”

She frankly expressed:" Opening-up along border is a two-way communication dependingon the will from both sides. Under the circumstances, Yunnan should communicate well with surrounding countries and understand policies, economic status andconditions of the people of these countries to know what industry they need. Under the background of Belt and Road Initiative, the suggestion of 'exiting the province in eight paths and exiting to border in five channels' proposed byYunnan has achieved remarkable results. Infrastructure connectivity should befurther facilitated as the next step, after all, the development of the trade depends on unimpeded traffic. "

朱翠萍对商洽会充满期待：“云南应该善于利用自身的地缘优势，云南和缅甸、老挝、泰国山水相连，不少民族跨境而居。利用商洽会、南博会这样的国际盛会，我们不仅要向南亚东南亚国家展示我们有形的商品，更要展示我们的文化产品，特别是云南的少数民族文化。同时，我们的商洽会未来也可以考虑走出去办，比如今年在昆明办，明年去缅甸办，下一年去印度办，通过交换主场，促进云南与周边国家相互了解与认知，这样有利于推进民心相通基础上的互利合作。”

Zhu Cuiping was looking forward to 2017 South & Southeast Asia Commodity Expo and Investment Fair, she said: "Yunnan should make full use of its regional advantages as Yunnan is close to Myanmar, Laos and Thailand, various ethnic minorities live cross the border. Grand meetings like 2017 SSACEIF and China-South Asia Expo are good platform for us to showcase our commodities and cultural products, especially for cultures of Yunnan minority groups. We could consider to hold the meeting abroad in the future, for example, we have the fair in Kunming this year, in Myanmar the next year and India is the other choice after Myanmar. We could have  better understandings about these surrounding countries through exchanging home field, in this way to cooperate and benefit both sides through promoting people-to-people exchanges.

在文化交流方面，云南省社科院南亚所副所长、研究员杨思灵也表示了自己的看法。

in the aspect of cultural communication, Yang Siling, a researcher of South Asia Research Institution which is belong to Yunnan Academy of SocialScience expressed his view.

“云南可以深挖古南方丝绸之路上的故事，通过情感继承，挖掘未来的合作机遇。”杨思灵说。历史上的很多故事都发生在这条路上，他举例告诉记者，反映明代云南纳西木氏土司统治时期，木氏家族内部风云变幻、恩怨情仇的电视剧《木府风云》，不仅在国内引起了一阵观影潮，还在柬埔寨、老挝等国家吸引了一大票迷弟迷妹，这就是一个很好的云南叙事。“当然了，也不能老是讲你的故事，我们也可以多引进南亚东南亚国家的影视作品，通过这种方式，让相互间民众更了解彼此，做到民心相通。”他继续说道。

"Yunnan could dig deeper the stories on ancient Southern Silk Road. It is the way of emotional inheritance to find opportunities in the future," Yang said. He told us that a lot of stories happened on this road. The TV play called Mufufengyun (Turbulence of the Mu Clan) is a good example. It was a TV play showed the history of the changeable situation and feelings of gratitude or resentment during the period of Chieftain Mu of Naxi people. The TV play once had a powerful wave of ratings and a lot of young people in Cambodia and Laos were attracted. It is a great example to tell Yunnan stories. "Of course, you can't just tell your stories, we should also bring in movies and television products from South and Southeast countries, in this way to promote people exchange between countries," he continued.

谈到旅游，这个云南引以为傲的资源禀赋之一，杨思灵表示，云南可以加大与周边国家的旅游合作，通过发展养老、休闲的旅游新方式，以合作共赢的方式，推进双边合作。

Speaking of tourism, it is the advantage that Yunnan can be proud of. Yang suggested that Yunnan could strengthen the tourism cooperation with surrounding countriesand boost win-win bilateral cooperation through developing new ways of tourism like leisure travel and making tour plan for the elders.
